Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Assignment Appeal Board in accordance with policies with the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL OF THE LEASE AGREEMENT BETWEEN THE SUNCOAST SCIENCE CENTER AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

On July 1, 2014, the School Board entered into a lease with the Suncoast Science Center for the use of the premises known as Building 28 on the campus of the Suncoast Technical Center.  The term of the lease was two years.  In lieu of rent, the Suncoast Science Center provides access to their Fabrication Lab to our students and to staff members for professional development.  By all measures, this relationship has been a success.  This agreement extends the lease term for another five years, through June 30, 2021, with a provision for another five year renewal.  The lease agreement also provides for a 60-day, without cause, out clause.



Recommendation
That the lease agreement between Suncoast Science Center and the School Board of Sarasota County, Florida be approved as presented.

10. APPROVAL OF AGREEMENT BETWEEN YOUNG MEN'S CHRISTIAN ASSOCIATIONS, INC. (YMCA-TRIAD PROGRAM) AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement outlines the relationship and responsibilities shared by the Sarasota Family Young Men's Christian Associations, Inc. (YMCA-Triad Program) and the School Board of Sarasota County, Florida.  The YMCA-Triad alternative school program provides education, training and related services, for students in grades 6-12.

That the agreement between the Sarasota Family Young Men's Christian Associations, Inc. (YMCA-Triad Program) and the School Board of Sarasota County, Florida, be approved as presented.

11. APPROVAL OF THE CONTRACT BETWEEN WJK EDUCATION CONSULTING AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The district contracts for services to support Sarasota County's Leadership Academy, the ExCEL Leadership Program, Preparing New Principals' Program, and professional development training sessions for our newly appointed principals and charter school leaders.  This contract covers the leadership programs/activities sponsored and funded in part by both the Professional Development and Human Resources departments.  The balance will be funded by a leadership grant from the Florida Department of Education.

Recommendation
That the contract between WJK Education Consulting and The School Board of Sarasota County, Florida be approved as presented.

12. APPROVAL OF THE AGREEMENT BETWEEN BIG BROTHERS BIG SISTERS OF THE SUN COAST, INC., AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
This agreement between Big Brothers Big Sisters of the Sun Coast, Inc., and the School Board of Sarasota County, Florida, delineates the shared responsibilities regarding school based mentoring services provided to at-risk youth by the Mentor Managers (job description attached) who will provide specific services to students enrolled in high schools in Sarasota County.

Recommendation
That the agreement between Big Brothers Big Sisters of the Sun Coast, Inc., and the School Board of Sarasota County, Florida, to provide mentor management services be approved as presented.

13. APPROVAL OF AFFILIATION AGREEMENT BETWEEN SARASOTA POINT REHAB CENTER AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The School Board offers to enrolled students a Health Science program, and Sarasota Point Rehab Center manages a health care facility.  The School Board desires to provide to its students a clinical learning experience and Sarasota Point Rehab Center has agreed to make its facility available to the School Board for such purposes.

Recommendation
That the Affiliation Agreement between Sarasota Point Rehab Center and the School Board of Sarasota County, Florida be approved as presented.

14. APPROVAL OF AGREEMENT BETWEEN OFFICE DEPOT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
An agreement to Sarasota County Schools for implementation services support of IBM Watson Enlight. Watson Enlight uses analytics and cognitive technologies to provide educators with insights into each learner's academic performance and achievement. ENLIGHT uses cognitive analytics to perform deep analysis of the education entity's instructional materials and guide educators toward appropriate materials that are aligned with each learner's needs and goals. ENLIGHT delivers these insights through a transformative, browser based user experience that is deeply personalized to the needs and modes of work for the educator.

Recommendation
That the agreement between Office Depot and the School Board of Sarasota County, Florida, be approved as presented.

MATERIALS MANAGEMENT

15. APPROVAL TO AWARD BID #17-0540 FOR GOLF CARTS - MAINTENANCE AND REPAIR SERVICES
Description
Bids to provide 'Golf Carts - Maintenance and Repair Services' were received from two vendors on June 21, 2016. The bids of Caddy Carts, Inc., and Custom Carts of Sarasota, LLC, were the best low bids meeting the advertised specifications. This bid is for a period of one year with an option to renew for two additional one-year periods. The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Caddy Carts, Inc., and Custom Carts of Sarasota, LLC, for 'Golf Carts - Maintenance and Repair Services' in an amount not to exceed $150,000.00, be approved as presented.

CONSTRUCTION

16. APPROVAL OF AMENDMENT #7 TO ARCHITECT'S CONTRACT FOR THE PINE VIEW SCHOOL HVAC AND INTERIOR RENOVATION PROJECT
Description
The scope of work for the amendment is to provide additional design and construction administration services for the replacement of the kitchen exhaust fans.

17. APPROVAL OF CONSTRUCTION MANAGER'S CONTRACT FOR VERTICAL CONSTRUCTION OF THE BUILDING FOR THE SUNCOAST TECHNICAL COLLEGE SOUTH CAMPUS PROJECT
Description
Under the terms of the 11/3/2015 (Item #40), Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with Willis A. Smith Construction, Inc., for a portion of the Suncoast Technical College South Campus. The 11/3/2015 agreement included pre-construction and bidding services only. The scope of this contract shall include all Vertical Construction. The Guaranteed Maximum Price (GMP) of this contract is $16,935,056.00. This contract is available for review at the Construction Services Department. The School Board attorney has approved the use of this contract. Funds for this contract are available in the project budget account.

Recommendation
That the Construction Manager's Contract for Vertical Construction for the Suncoast Technical College South Campus project be approved as presented.

20. APPROVAL TO ADVERTISE THE ELEMENTARY, MIDDLE AND HIGH SCHOOL STUDENT PROGRESSION PLANS FOR 2016-2017
Description
The purpose is to provide policy and procedures for student promotion and retention by incorporating all legislative requirements and other mandates.

21. APPROVAL OF THE ARTICULATION AGREEMENT BETWEEN THE STATE COLLEGE OF FLORIDA (SCF) AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The purpose of this agreement is to provide accelerated learning mechanisms for eligible students to attend the State College of Florida (SCF). Options include Dual Enrollment (DE), Early Admissions (EA) and a new pilot program Accelerated Dual Enrollment (ADE). The Florida Legislation has defined a variety of options intended to shorten the time necessary to complete the requirements of a high school diploma, postsecondary certificate or degree and broaden the scope curricular options available for secondary students.

Recommendation
That this Agreement between the State College of Florida, and the School Board of Sarasota County, Florida, be approved as presented.

22. ENTRY OF A FINAL ORDER - BROWN V. SCHOOL BOARD
Description
This case involves whether an individual employed by the School Board as a speech language pathologist is eligible to receive a Best and Brightest Scholarship for the 2015-16 school year.  Following a hearing, Administrative Law Judge J. Bruce Culpepper entered a Recommended Order recommending that the School Board issue a Final Order finding Ms. Brown eligible for the scholarship. The Florida Department of Education has filed exceptions to the Recommended Order.  The School Board must now enter a Final Order and rule on the DOE's exceptions.
